II. Boca Grande Community Planning Panel
Note: The formation of the Community Planning Panel was completed on January 5, 2004. The goal of the Community Planning Panel was the completion of a Community Plan for Boca Grande (see the “Geographical Area Covered by the Community Plan” below). The deadline for submitting the Community Plan to the Division of Planning, Department of Community Development, Lee County, was September 30, 2004, and the Community Plan was submitted to the Division of Planning on this date. Because the geographical area is partly in Charlotte County, the Community Plan was also submitted to the Charlotte County Community Development Department on October 11, 2005. The text of the Community Plan as submitted to Lee County and Charlotte County is set forth at Section V B.

January 8, 2008. At a Panel Meeting held on May 13, 2008 Mr. McHugh announced his intention to
step down as a Panel Member. It is expected that a replacement for Mr. McHugh will be selected at
a Panel Meeting to be held on November 10, 2008.

Mission Statement for the Community Planning Panel
Geographic Area Covered by the Community Plan
The Community Plan is for a geographic area known as Boca Grande, which is generally described as follows:
A. All of Gasparilla Island (located primarily in Lee County, but also in Charlotte County) including Boca Grande Isles, Three Sisters island, Hoagen’s Key, Loomis Island and the Gasparilla Historic Resort Area; and B. All other lands between the toll booth operated by the Gasparilla Island Bridge Authority and Gasparilla Island, including Cole Island and the Boca Grande Causeway.
Lee County Timetable
After the Community Plan was submitted to the Lee County Division of Planning, it was reviewed by Lee County staff, the Lee County Local Planning Agency, the Lee County Board of County Commissioners, and the Department of Community Affairs of the State of Florida.
After all required review, the Lee County BoCC adopted a Lee County Vision Statement
and a Lee County Goal, Objectives and Policies for Boca Grande at an Adoption Hearing held on October 12, 2005 (See the first bulleted item under Section
VI D). The formal language which was adopted by Consent Ordinance 05-19 is now included in the Lee County Comprehensive Plan. See the link at the top of the Home Page for this Website.
Charlotte County Timetable
As stated above, the text of the Boca Grande Community Plan was submitted to the
Charlotte County Community Development Department on October 11, 2004 and an Application to have Charlotte County adopt the Charlotte County Vision Statement and Charlotte County Goals, Objectives and Policies contained in the Community Plan into the Charlotte County Comprehensive Plan was submitted to the Charlotte County Community Development Department on November 15, 2004.
In February 2007, with the encouragement of the Charlotte County Community Development
Department, the Boca Grande Community Planning Panel determined not to proceed with the
Application to have the Charlotte County Vision Statement and Charlotte County Goals,
Objectives and Policies included in the Charlotte County Comprehensive Plan. At that time,
the project changed to completion of a stand alone Community Plan for the Charlotte County
portion of Gasparilla Island. The Charlotte County Vision Statement and Charlotte County Goals,
Objectives and Policies as then revised were all included in the Community Plan for the Charlotte
County portion of Gasparilla Island and discussions continued with the Charlotte County Community
Development Department. The Community Plan for the Charlotte County portion of Gasparilla Island
was accepted by the Charlotte County Board of County Commissioners at a Public Hearing on
July 17, 2007.

Note: On May 27, 2008 the Charlotte County Board of County Commissioners established
the Boca Grande Advisory Committee for the Community Plan for the Charlotte County
portion of Gasparilla Island and appointed the members of the Boca Grande Community
Planning Panel as the members of the Boca Grande Advisory Committee. Meetings of the
Boca Grande Community Planning Panel will also constitute meetings of the Boca
Grande Advisory Committee for the Charlotte County portion of Gasparilla Island.
Funding
The original funding for the development of the Boca Grande Community Plan
was $25,000 obtained from the Gasparilla Island Conservation and Improvement Association (GICIA) under a controlled Grant Agreement dated as of January 5,
2004 between the GICIA and Boca Grande Community Planning Association,
Inc (see Section I). Subsequently, $25,000 was obtained from Lee County under a Community Planning Agreement between Boca Grande Community Planning Association, Inc. and the Lee County Board of County Commissioners and
$20,000 was obtained from Charlotte County under an Interlocal Agreement
between Charlotte County and Lee County. The Community Planning Agreement
and Interlocal Agreement may be found under Section X. The total of $70,000 was expended as of November 15, 2005 so it became necessary to find additional sources of funds to implement the adopted provisions in Lee County and to
finalize and implement the Charlotte County provisions.
An additional grant of $50,000 was obtained from Lee County in April 2007 for the preparation of land development regulations necessary to implement the adopted provisions in Lee County under a Second Community Planning Agreement between
Boca Grande Community Planning Association, Inc. and the Lee County Board of County
Commissioners. The Second Community Planning Agreement and a First Amendment
thereto approved by the Lee County Board of County Commissioners on March 11,
2008 may also be found under Section X.
The GICIA provided an additional grant of $5,000 for Community Planner services in December 2005.
The Boca Grande Woman's Club has provided (i) a grant of $15,000 in December 2005, (ii) a grant of $20,000 in February 2006, (iii)a grant of $20,000 in April 2007 and (iv) a grant of $30,000 in
April 2008. The total of all Woman's Club grants is $85,000.
